The Omaha World Herald Quotes: “After more than a decade of scientific studies, community hearings, a new state law and regulatory scrutiny, water flows in a stretch of the lower Niobrara River are protected. The Nebraska Department of Natural Resources’ recent decision to grant an instream flow essentially sets aside water in the river for fish, wildlife and recreation. It also maintains Nebraska control of the river by eliminating the possibility of federal intervention to satisfy the National Park Service’s and U.S. Fish and Wildlife Service’s flow needs on upstream portions of the river that Congress designated wild and scenic in 1991.”
