A contested groundwater model passed 8-5 during the Lower Elkhorn Natural Resources District’s regular board of directors meeting Thursday night.[…]At Thursday’s meeting, there was extensive discussion on the model before the vote with concerns as to the accuracy of the transmissivity maps — which show the rate at which groundwater flows horizontally through an aquifer — that had previously been made available to the board.
