Third and final readings will be given to the increases of the city’s water and sewer rates when the council meets in regulars session Thursday night.While this reading is scheduled, the rate increases have already been built into the budget for the 2018-19 fiscal year.The water rates will increase by 3 percent and the wastewater rates will increase by 9 ½ percent.In an earlier meeting, York Public Works Director Mitch Doht said the increases are based on the findings of a cost of service study done in 2015. That study set up a plan for rates, in order to pay for the new wastewater treatment plant and to pay for water system improvements into the future.
